1. The legal
status of St.Petersburg as subject of the federation.
The City of
St.Petersburg is an independent subject of the Russian Federation (RF) and its
status is specified by the Constitution of the RF and the Charter of
St.Petersburg. Leningrad Oblast, the area surrounding St.Petersburg, is also an
independent subject of the RF with its own legislative and executive
authorities. It is therefore important for anyone embarking on business
activities in St.Petersburg to understand that the conditionsfor operating
business in St.Petersburg and in Leningrad Oblast may differ from each other.
The jurisdiction of the
RF and St.Peterburg are defined in the Constitution of the RF, a Federal
agreement and an agreement between the RF and St.Petersburg. The Charter of
St.Petersburg has legal priority over other legal acts of the city, legal acts
of St.Petersburg governmental bodies and autonomous local bodies set up in the
city.Should these acts disagree with the Charter of St.Peterburg, the Charter
of St.Petersburg will be effected. Should a federal law published beyond the
range of authority of the RF with respect to matters within joint jurisdiction
disagree with a legal act of St.Petersburg, the legaslation of St.Petersburg
will have priority.

2. Structure and
functions of the St.Petersburg governmental authorities.
The government of
St.Petersburg consists of:
- a legislative body - The Legislative Assembly of St.Petersburg;
- an executive body - The Administration of St.Petersburg;
- a judicial bodies - The Charter Court of St.Petersburg, Justices of the
Peace.
2.1 The Legislative
Assemble of St.Petersburg.
The Legislative Assembly
of St.Petersburg is a permament legislative body of the government of
St.Petersburg. It consists of 50 deputies elected for a period of 4 years,
working on a full time basis. The Legislative Assembly is headed by its
Chairman who, on a level equal with that of the Governor, represents
St.Petersburg in relationships with the RF, subjects of the RF andon an
international level. The Legislative Assembly of St.Petersburg is located in
the Mariinski Palace on St.Isaac's Square.
2.2 The Administration of
St.Petersburg.
The Administration of
St.Petersburg is a permanent executive body of the government of St.Petersburg.
It consists of:
- the Governor of St.Petersburg, who is the head of the St.Petersburg
Administration;
- the Government of St.Petersburg;
- the Office of the Governor of St.Petersburg (reports to the Governor);
- branch and territorial bodies of the Administration of St.Petersburg (reports
to the Governor);
- branch agencies jointly subordinate to the legislative bodies of the RF and
the Administration of Leningrad Oblast (joint subordination).
The strcture and
authority of the Administration of St.Petersburg are established by Law of
St.Petersburg N112-44 of 8 October 1996 (version of 27 January 1999).
The St.Peterburg
Administration is headed by the Governor of St.Petersburg,who is elected for a
period of 4 years. The Governor of St.Petersburg, as well as the deputies of
the Legislative Assembly, may not:
- go on bussinestrips at the expence of individuals or commercial
organisations;
- receive any compensation for executing their official duties from individuals
or commercial organisations;
- be a member of management of a commercial organisation;
- conduct enterpreneurial activities themselves or through representatives;
- perform any other activities for payment except for educational, scientific
or other creative activities.

developing external contact for the city, attracting foreign investment,
concluding contracts on international co-operation with the participation of

in St.Petersburg, organising visits of foreign delegations to St.Petersburg as
well as organising international conferences and other events.

State Control, Use and Protection of Historical and Cultural Monuments.

in all matters regarding the indentification, economic use, protection,
restoration and reconstruction of historical and cultural monuments in
St.Petersburg. It also enforces legislation concerning the protection and use

owned by the city of St.Petersburg; provides for the sanitary, hygienic and
epidemiological welfare of the population and provides emergency ambulance

co-ordinates and oversees the activity of St.Petersburg special secondary and
higher educational institutions of all forms of ownership. It develops and

organises and maintains international co-operation in scientific and technical
activities and professional education. It develops the main activities in the

in planing and controlling both the St.Petersburg budget and estimates of

services the debt of St.Petersburg and fulfils the city's financial
obligations.

The Committee determines
St.Peterburg's fuel and electric power requirements and prepares proposalsto
attract financial resourcesto the fuel and electric power sector. It
participates in developing both federaland other programmes on fuels and
electric power and St.Petersburg's engeneering systems. In addition, it carries
out other activities in the areas of fuels, electric power and the engineering
supply of the city economy.
2.3.23 Committee on Land

This Committee is
jointly overseen bythe executive authorities of the RF and the Administration
of Leningrad Oblast. It is engaged in the state accounting of property of all

property right protection to individuals, legal entities and the city.
